Why does Texas have a 13 Billion deficit? They are high tax and confiscate/tax 5% of all oil produced?

Illinois is worse by far ! We ar at the top of the rate in sales taxes, we have crap for infrastructure, they have run businesses out of the state for the last 30 years ! Liberals are killing this state !
